Provided strategic export licensing and compliance leadership to a major aerospace manufacturer when they acquired a former MIG jet factory in Eastern Europe and converted it to manufacture helicopters. Developed the supply-chain licensing strategy that involved sourcing parts and components from more than 80 suppliers in ten partner countries. Trained 300 in-country employees at the new factory.
Words do matter. Export license applications to export sensitive technology or to manufacture defense articles overseas must be explicit and concise. Our track record includes a recent effort to manufacture military rifles in a major allied country. We authored the Manufacturing License Agreement for the U.S. company and assisted with preparing the requisite annual reports to the U.S. government.
We helped a medium sized manufacturer of law enforcement equipment establish a beachhead in the European marketplace by setting up a Warehouse & Distribution Agreement for them to set up a distribution point on the continent. A Warehouse and Distribution Agreement allows a U.S. company to pre-position inventory that is subject to State Department licensing in a forward location overseas, for distribution to a specified market. At the end of each year, the manufacturer must report the disposition of all items sold to the State Department. These agreements are very difficult to obtain because of the inherent compliance risks. Our client has been able to increase its European sales six-fold in a two year period since implementing their agreement.
It is sometimes necessary for a company to look outside of the U.S. to attract highly specialized personnel. In the defense industry, this can cause complications, unless you are able to obtain the required licenses to permit the foreign employee to access the technical data and hardware in your facility.
